Without the Certificate of Shipment, it will not be possible to initiate the customs clearance process. In that case, you should ask the supplier to arrange the issuance of the document with the ARCCLA agent in the country of origin of the goods.

Importing into Angola

To import into Angola, it is necessary to be registered in the Exporters and Importers Registry (REI), to hold a bank account domiciled in Angola, and to ensure prior licensing when required, carried out through the Integrated Foreign Trade Platform (PICE). The entire import process is conducted by an Official Customs Broker on the PICE.

The PICE (Integrated Foreign Trade Platform) is the digital platform that centralizes licensing and customs clearance in Angola. It is through this platform that all entities involved (AGT, ARCCLA and banks) carry out the digital harmonization of foreign trade processes.

The essential documents are: commercial invoice, transport document (Bill of Lading — B/L or AWB), CNCA (National Certificate of Angolan Cargo Carriers), Certificate of Origin and, where applicable, the import licence. The CNCA is mandatory for all commercial shipments.

Diplomatic missions, political parties, trade unions, non-profit NGOs and goods with no commercial value are generally exempt from licensing. In such cases, “Not Subject” should be indicated in the customs process.

Goods imported into Angola are subject to VAT, customs duties (in accordance with the customs tariff schedule) and the payment of fees. Rates may vary depending on the type of the goods, so it is recommended to consult the current tariff schedule directly with the General Tax Administration (AGT).

Exporting from Angola

To export from Angola, it is necessary to be registered in the Exporters and Importers Registry (REI), to register with AIPEX (Private Investment and Export Promotion Agency) for support and facilitation, and to proceed with the issuance of the export document through the PICE.

Angola’s main exports are fuels (oil), diamonds, agricultural products, timber and cork.

As with imports, the CNCA is equally mandatory for exports. It ensures that the transport of goods is duly certified by the Angolan authorities.

Logistics and Recommendations

ARCCLA (Angolan Cargo and Logistics Certification Regulatory Agency) is responsible for cargo certification in the country. In partnership with AGT (General Tax Administration), the agency has been modernizing customs processes through the Certificate of Shipment, aligning cargo certification with import and export procedures. This makes the transit of goods faster and more secure for importers and exporters.

Before finalizing any contract, it is essential to verify the credibility of the international exporter to avoid fraudulent situations. For specific procedures and up-to-date information, it is recommended to consult the AGT Portal directly.
